[ARCHIVED] Call for Local Development Corporation Board of Directors Members

The Briarcliff Manor Board of Trustees is seeking three qualified residents to serve on the Board of Directors for the newly formed Briarcliff Manor Local Development Corporation.  This is an opportunity for specifically skilled individuals to donate their time and expertise to help shape the future of our Village.

Overview

Local development corporations (LDCs) are private, not-for-profit corporations often created by, or for the benefit of, local governments for economic development or other public purposes. LDCs, as well as certain other types of private entities (e.g., limited liability companies), are being utilized with increasing frequency by counties, cities, towns, villages, and fire districts to finance local government operations and projects. In many instances, these entities are used to avoid constitutional or statutory provisions that would apply to projects undertaken directly by a local government (e.g., prohibition on gifts to private entities, referendum requirements, competitive bidding, and limitations on the issuance of debt). 

The Briarcliff Manor Local Development Corporation was created in June of 2024, with the intent to facilitate the commercial and residential development on strategic properties under Village control, maximizing the potential to optimize beneficial use, and maximize the financial return, for the benefit of current Village residents and to ensure the future health, benefit, and stability of the Village into the future.

Ideal Candidates

Ideal candidates for LDC board positions will have demonstrable experience serving on boards or committees, including those related to municipal government and its operations, not-for-profits, or otherwise working in public/private partnerships. A working knowledge of suburban planning, real estate development or finance, architecture, or a background in legal issues related to land use, public/private partnerships, and municipal development and public financing is essential. Applicants would typically have formal education and professional experience in one or more of the following:

  • Architecture
  • Community planning
  • Conservation
  • Construction
  • Engineering
  • Land use
  • Land use law
  • Landscape architecture
  • Public/Private Partnerships and/or financing
  • Real estate financing
  • Site Development
  • Zoning

Directors

  • Steven Vescio, Mayor, Member Ex Officio 
  • Peter Chatzky, Deputy Mayor, Member Ex Officio 
  • Three other Directors to be initially appointed by the Village Board of Trustees to serve three-year terms.

Each directors must meet the following criteria for appointment:

(i)   In the past two (2) years has not been, employed by the LDC or another corporate body having the same ownership and control of the LDC in an executive capacity; 

(ii)  In the past two (2) years has not been, employed by an entity that received remuneration valued at more than fifteen thousand dollars ($15,000.00) for goods and services provided to the LDC or received any other form of financial assistance valued at more than fifteen thousand dollars ($15,000.00) from the LDC; 

(iii) Is not a relative (by blood, adoption, marriage, or cohabitation) or employee of an executive officer or any Director, or an employee in an executive position of the LDC or another corporate body having the same ownership and control of the LDC; and

(iv) In the past two (2) years has not been, a lobbyist registered under a state or local law and paid by a client to influence the management decisions, contract awards, rate determinations or any other similar actions of the LDC or another corporate body having the same ownership and control of the LDC.
